RFLD's new Dakar Office is recruiting four positions to staff its operational team. We are looking for professionals committed to afrofeminist principles, comfortable with international donor standards, and ready to anchor our growing presence in francophone West Africa.

Position 01 · Senior

Project Manager

1,500,000 — 2,000,000 FCFA

Reports to the Executive Director, with functional links to the Accra Office (anglophone operations) and the Cotonou Headquarters. Leads the operational implementation of the Senegal Office programme portfolio, ensures compliance with donor agreements, and serves as the primary interface with international funders.

Requires: Master's degree · 7+ years experience · FR–EN C1 · Multi-donor track record
Position 02 · Senior

M&E Officer

1,200,000 — 1,800,000 FCFA

Designs and operates the Senegal Office Monitoring, Evaluation, Accountability and Learning (MEAL) system, applying feminist methodologies (Outcome Harvesting, Most Significant Change). Integrates with RFLD's continental Data Centre and project log-frames.

Position 03 · Senior

Finance Officer

1,200,000 — 1,800,000 FCFA

Manages financial, accounting, and budget operations for the Senegal Office. Ensures compliance with IFRS, OHADA, and donor-specific requirements. Prepares for internal and external audits and oversees the sub-grant financial portfolio.

Requires: Master's degree · DECOFI / DSCG / CPA / ACCA preferred · 5+ years INGO finance · FR–EN B2
Position 04 · Operational

Administrative Assistant

750,000 — 1,100,000 FCFA

Ensures the smooth daily functioning of the Senegal Office. Manages administrative, logistical, and executive secretariat tasks. Acts as the entry point for partners and visitors.

Requires: Bachelor's +3 · 3+ years admin in NGO/IO · MS Office · FR fluent · EN B1

About RFLD

What you'd be joining.

RFLD — Réseau des Femmes Leaders pour le Développement — is a pan-African feminist network founded in 2013. We work across the 55 African Union member states with permanent offices in Senegal, Ghana, Benin, and The Gambia, and a network of more than 670 member organisations across the continent.

Our institutional credentials include ACHPR Observer Status and a seat on the Working Group of the Special Rapporteur on Human Rights Defenders, the 2026 Presidency of the GIZ/BMZ SEA-T Council (1 of 12 African feminist organisations selected), and NGOsource Equivalency Determination (US 501(c)(3) public-charity equivalence). In 2025 RFLD managed $1.77M across seven institutional donors — Foundation for a Just Society, Packard, GIZ/BMZ, Sida, AmplifyChange, Expertise France — with 85% deployed to field activities.

We work across six programme fields: SRHR/DSSR, Civic Space & Human Rights Defenders, Economic Justice & Climate, Participatory Governance, Peace & Security, and Ending FGM & Child Marriage. We re-grant to grassroots francophone feminist organisations through the WAFFF Fund and to pan-African grantees through the Africa Portfolio Grant.

RFLD operates at the level where continental policy meets community organising. Our staff engage with ACHPR sessions, AU mechanisms, GIZ/BMZ feminist policy, and grassroots feminist organisations through the WAFFF Fund. The work is technical, political, and consequential.
