Climate justice and the African Commission

Funding a continental study on climate displacement

Through this initiative, RFLD funds the study mandated by ACHPR Resolution 628 (LXXXII) 2025 on a specific legal framework for people forcibly displaced in Africa by climate change. The study is carried by the mandate of Hon. Commissioner Salma Sassi, ACHPR Special Rapporteur on Refugees, Asylum Seekers, Internally Displaced Persons and Migrants in Africa.

Announced 14 May 2026

What RFLD funds

The ACHPR study called for by the Commission itself, financed through the Afrofeminist Initiative with BMZ funding and GIZ support under SEA-T. RFLD also acts as continental implementation partner and as advocacy partner before the Commission and the African Union.

Three objectives

What the study will do

Analyse the gaps in international and regional law on climate displacement, identify the protection and durable-solution needs of displaced people, and propose a legal framework, including a possible change to the 1969 OAU Refugee Convention to recognise “climate change refugee” status.

Why it matters

113 million people by 2050

Current projections put the number of climate-displaced people in Africa at 113 million by 2050. No specific international or regional framework protects them today, and women and girls carry a disproportionate share of the risk.

Dakar, October 2026

Follow-up at the 89th Session

During the 89th Ordinary Session, RFLD requested a bilateral meeting with Commissioner Salma Sassi on the progress of the study.

Position paper, April 2026

Climate justice must centre women

RFLD’s position paper calls for a feminist, community-led approach built on land rights, food sovereignty, water justice, clean cooking, gender-just climate finance and women’s participation in decisions.

African women in climate decisions
