Benin faces a critical challenge: the stark underrepresentation of women in local political bodies. To address this, the Network of Locally Elected Women of Africa (REFELA-Benin), with a vital grant from the Network of Women Leaders for Development (RFLD), has launched an innovative initiative: a compelling documentary showcasing the leadership and impact of women elected at the local level. This project aims to ignite change and inspire a new generation of female political leaders.
In 2020, only 81 women were elected communal and municipal councilors out of the 1,815 communal councilors in Benin. In terms of holding positions of responsibility, they are even fewer: only 3 female mayors out of 77, 11 deputy mayors out of 158, 14 female district chiefs out of 546, and 13 female chairs of permanent commissions out of 308.
The heart of this initiative is the documentary, a powerful tool designed to illuminate the best practices of political leadership, social engagement, and developmental contributions made by women in local government. It will feature inspiring testimonies from female politicians who have demonstrated exceptional leadership and commitment within their communities. Intended for both national and international audiences, the documentary will be distributed through online platforms and community screenings, with the aim of raising awareness and shifting perceptions. Specifically local language versions of the documentary will be made, to reach the widest audience.

The documentary’s objectives are clear: to identify and showcase effective leadership strategies, trace the journeys of elected women, and highlight the tangible social and political impact of their work. Beyond raising awareness, this initiative seeks to encourage greater female participation in the political process. The RFLD grant will directly fund the production and distribution of this documentary, ensuring its reach and impact.
This project is part of REFELA-Benin’s broader mission to foster the comprehensive development of women in Benin. By addressing the unique challenges women face, REFELA-Benin and RFLD are creating an environment where women can actively participate in decision-making bodies. Community engagement is a cornerstone of this effort. By fostering dialogue and challenging gender stereotypes, the organizations hope to create a lasting shift in societal attitudes.
REFELA-Benin plays a pivotal role in strengthening women’s political capabilities. Through its network, members share experiences, learn best practices, and acquire essential skills through training and workshops. The documentary, by featuring successful women leaders, will serve as a powerful catalyst, inspiring others to pursue leadership roles.
RFLD is proud to partner with REFELA-Benin in this crucial endeavor. This collaboration underscores their shared commitment to women’s empowerment and leadership development. RFLD pledges to continue supporting REFELA-Benin in future initiatives, strengthening the network and driving meaningful change for women in Benin. Together, they are working to secure lasting and significant representation for women in local politics.
