The October 2025 Women Leaders Network for Development (RFLD) annual report exposes a devastating assault on Women Human Rights Defenders (WHRDs) across Sub-Saharan Africa, revealing that 73% of WHRDs face digital threats while 81% report inadequate protection despite existing legal frameworks, with anti-terrorism laws weaponized against 73% of women activists and one in four female defenders targeted with non-consensual intimate image sharing as digital spaces become “hunting grounds for digital predators.” The 99-page report documents how 58% of African women parliamentarians endure online attacks amid a 300% surge in digital gender-based violence since 2020, while 89% of deepfake survivors are women challenging the status quo, creating a climate where activism comes at devastating personal cost.
Despite 46 African Union states ratifying the Maputo Protocol, only 23% have fully domesticated it into national law, leaving WHRDs vulnerable in a context where one in three women experience physical or sexual violence, 89% of SGBV cases go unreported, and conviction rates remain below 12% across the region.
The systemic oppression is exacerbated by stark funding disparities where 80% of philanthropic resources flow to Anglophone organizations while only 15% reach Francophone groups representing 60% of the population, prompting RFLD’s unprecedented $10 million funding appeal for 2025-2028 to support defenders who deliver nine times more impact per dollar than traditional development approaches, as the cost of inaction threatens $47 billion in lost GDP over the next decade and puts 2.3 million women and girls at risk of trafficking without immediate intervention to protect and empower WHRDs leading the resistance against this systematic oppression.
