Reporting on the Maputo Protocol: A Manual for Shadow Reports

Ahead of the 89th Ordinary Session of the African Commission, RFLD publishes “Reporting on the Maputo Protocol: A Manual for Shadow Reports”, in English and French.

Only 21 of 45 States Parties had submitted at least one report under the Maputo Protocol by October 2024. Shadow reports from women’s organisations help the African Commission see what is really happening. The manual explains the rules set by the Commission’s 2022 Guidelines on Shadow Reports, such as the 15-page limit and the 30-day deadline, and guides organisations from planning to follow-up.

Inside the manual

  • How State reporting works under Article 62 of the African Charter and Article 26 of the Protocol.
  • The rules for shadow reports at a glance.
  • Ten planning steps, a timeline and a writing template with a worked example.
  • Evidence, ethics and safety, and how to use concluding observations at home.
  • A checklist before you submit.
