
The Forum on the Participation of NGOs in the 89th Ordinary Session of the African Commission on Human and Peoples’ Rights opens on Thursday 8 October 2026 at the Pullman Dakar Teranga. RFLD takes the floor at the opening session, which starts at 09:00.
John GBENAGNON, Director of Strategy and Development and Head of the RFLD delegation, delivers the statement on behalf of RFLD. RFLD is a partner of this edition of the Forum, convened by the African Centre for Democracy and Human Rights Studies (ACDHRS).
A statement built around water and the safety of defenders
The 2026 theme of the African Union is water and sanitation. The statement links it to Article 15 of the Maputo Protocol, which commits States to give women access to clean drinking water, and to the girls who stay home from school for lack of latrines. It recalls that the women’s groups closest to the water point are usually the furthest from funding and from decision-making, which is why RFLD built the West African Feminist Fund across fifteen countries.
It also addresses shrinking civic space and the online harassment that targets women who speak out. RFLD comes to Dakar with a commitment to keep investing in the funding and the safety, offline and online, of women human rights defenders.
The woman who fetches water belongs. The girl who misses school for lack of a latrine belongs. They belong to the African Charter, and this Forum belongs to them.
For John GBENAGNON, the Forum is familiar ground. He served for three years at ACDHRS in Banjul on the PANAF project, helping young people and women’s organisations reach the Forum and the sessions of the Commission.

Le Forum sur la participation des ONG à la 89e Session ordinaire de la Commission africaine des droits de l’homme et des peuples s’ouvre le jeudi 8 octobre 2026 au Pullman Dakar Teranga. Le RFLD prend la parole lors de la séance d’ouverture, qui débute à 9 h 00.
John GBENAGNON, Directeur de la stratégie et du développement et chef de la délégation du RFLD, prononce la déclaration au nom du RFLD. Le RFLD est partenaire de cette édition du Forum, convoquée par le Centre africain pour la démocratie et les études des droits de l’homme (ACDHRS).
Une déclaration centrée sur l’eau et la sécurité des défenseures
Le thème 2026 de l’Union africaine est l’eau et l’assainissement. La déclaration le relie à l’article 15 du Protocole de Maputo, qui engage les États à garantir aux femmes l’accès à l’eau potable, et aux filles qui manquent l’école faute de latrines. Elle rappelle que les groupes de femmes les plus proches du point d’eau sont souvent les plus éloignés des financements et des décisions, raison pour laquelle le RFLD a créé le Fonds féministe d’Afrique de l’Ouest, présent dans quinze pays.
Elle aborde aussi le rétrécissement de l’espace civique et le harcèlement en ligne qui vise les femmes qui prennent la parole. Le RFLD vient à Dakar avec un engagement : continuer à investir dans le financement et la sécurité, hors ligne comme en ligne, des défenseures des droits humains.
La femme qui va chercher l’eau a sa place. La fille qui manque l’école faute de latrines a sa place. Elles ont leur place dans la Charte africaine, et ce Forum leur appartient.
Pour John GBENAGNON, le Forum est un terrain familier. Il a travaillé trois ans à l’ACDHRS à Banjul sur le projet PANAF, pour aider les jeunes et les organisations de femmes à accéder au Forum et aux sessions de la Commission.
