The pursuit of equitable Sexual and Reproductive Health and Rights (SRHR) and Family Planning (FP) in the Sahel and West Africa is intrinsically tied to the availability and utilization of reliable, current, and gender-responsive data. Recognizing this critical nexus, the Réseau des Femmes Leaders pour le Développement (RFLD) has strategically employed policy advocacy communications to influence state actors, driving them to prioritize the generation and application of such data. This initiative is not merely about data collection; it is about transforming data into a powerful tool for policy reform, budget allocation, and the dismantling of legal barriers that impede women’s rights.

RFLD’s approach is grounded in the understanding that gender-responsive data is essential for accurately assessing the needs of women, adolescents, and youth, and for developing targeted interventions that address these needs. Our organization works to disseminate policy advocacy communications that highlight the importance of disaggregated data, which allows for the identification of disparities and the development of equitable policies. This includes advocating for the inclusion of gender indicators in national surveys and data collection systems, ensuring that data is collected and analyzed in a way that reflects the lived experiences of women and girls. RFLD’s advocacy also focuses on the timely dissemination of data, recognizing that current data is essential for informed decision-making. We work to build the capacity of state actors to collect, analyze, and disseminate data in a timely manner, ensuring that policymakers have access to the information they need to develop effective policies.

A crucial component of RFLD’s strategy is the development of a database of explored partnerships to advance national-level gender-responsive budgeting agendas. This database serves as a resource for CSOs, WROs, and youth organizations, providing them with information on successful partnerships and best practices. RFLD also facilitates the development of new partnerships, bringing together diverse stakeholders, including government agencies, research institutions, and international donors, to promote gender-responsive budgeting. This collaborative approach ensures that budgets are allocated in a way that reflects the needs and priorities of women and girls, promoting equity and accountability. 

RFLD’s policy advocacy communications also focus on working with Attorneys General, Ministers of Justice, Ministers of Gender, and parliamentarians to lift reservations on SRHR-related treaties and to enact legislative reforms. The organization develops targeted messages that highlight the negative impact of reservations and discriminatory laws on women’s rights. RFLD also provides policymakers with evidence-based recommendations for legal reform, including model legislation and best practices from other countries. This advocacy aims to create a legal environment that protects and promotes SRHR and FP rights.

RFLD’s advocacy work with key stakeholders focuses on regional instruments such as the AU Gender Strategy 2017-2027, Agenda 2030, Agenda 2063, the Maputo Plan of Action on the Operationalization of the Continental Policy Framework for Sexual and Reproductive Health and Rights (2016-2030), the Protocol to the African Charter on the Rights of Women in Africa (Maputo Protocol), the African Charter on the Rights and Welfare of the Child, the AU Roadmap on Harnessing the Demographic Dividend, the African Youth Charter (2006), and the Common Position on Ending Child Marriage in Africa (2015), among others. These instruments provide a comprehensive framework for advancing SRHR and FP rights, and RFLD’s advocacy efforts are designed to ensure that state actors are held accountable for their commitments under these frameworks.
